A restriction in either can affect how a property drains. You cannot reliably assign responsibility simply because wastewater appears indoors. House connection or public main?Use the city’s reporting procedure when public sewer trouble may be involved. The drawing does not establish ownership, a property boundary or who must pay for a repair. Simplified educational illustration · not an on-site diagnosis ## Check your city’s instructions Oklahoma City, Edmond, Lawton and Moore publish guidance on investigating public versus private blockages. Each has its own contact process. Use the link on the relevant city page instead of assuming one statewide rule. ## Prepare the useful observations Give the address, affected fixtures, timing, outside overflow and any neighboring problems you know about. Do not enter a manhole, open pressurized infrastructure or run more water into an active backup. ## If a private blockage is identified Ask a provider to explain the access and proposed clearing approach. If it finds a pipe defect, request documentation and a separate scope for repair. Clearing, inspection and contaminated-water cleanup can be separate services. ## At a glance SituationNext stepKeep in mind Suspected public main issueUse official utility reporting.City-specific process Private line identifiedArrange suitable plumbing assessment.Ask about access and scope Unsure where it isDescribe symptoms without guessing.Use utility guidance and professional assessment ## Related service [Main Line Drain Cleaning →](/services/main-line-drain-cleaning/) [Find local utility and drain guidance for your city →](/coverage/) ## Sources & reading notes [Why sanitary sewers overflow](https://www.epa.gov/npdes/sanitary-sewer-overflow-sso-frequent-questions) General homeowner orientation.
